Worked example

Worked example. Hand case: single, $1,500 a month, 1 exemption, Baltimore City — state $45.13 (the 4.75% floor at work) plus $30.40 of city tax.
Federal income tax $15.83 · Social Security $93.00 · Medicare $21.75 · Maryland state withholding $45.13 · Maryland local tax (Baltimore City) $30.40 · Take-home $1,293.89 per month

How Maryland withholding works

State form: MW507.

Maryland's percentage method: subtract the $3,400 standard-deduction allowance and $3,200 per MW507 exemption from annualized wages, then apply the state schedule for your status — with one Maryland quirk: state law does not allow a withholding rate below 4.75%, so the schedule's 2%, 3% and 4% brackets never apply in withholding and the computation effectively starts at 4.75%. Your county's local tax is computed on the same taxable income; Anne Arundel and Frederick Counties tier their rates by income. Nonresidents pay no county tax but pay a special 2.25% nonresident rate instead.

Current parameters

method detailPercentage method: one combined percentage chart per local-rate bracket. Taxable income = total wages less standard-deduction allowance ($3,400/year for the percentage method) less $3,200 per MW507 exemption. State tax uses Schedules I/II below, BUT Maryland law does not permit a rate below 4.75% for withholding - the 2%/3%/4% brackets apply only on the annual return, so withholding effectively starts at 4.75% state plus the local rate on the same taxable income. Local tax is computed on taxable income without regard to the state tax.

withholding floor noteWithholding may not use a state rate below 4.75% (Withholding Tax Facts). Nonresidents: no local rate, but an additional state tax is withheld using the lowest local rate, 2.25% (special nonresident rate; total nonresident withholding commonly stated as 7.0%+ in Comptroller payroll memo). Lump-sum annual bonus: withhold at highest state rate 6.50% plus the highest local rate for the county of residence (Employer Withholding Guide). Eligible rollover distributions: mandatory 7.75% Maryland withholding (Tax Facts) - retirement distributions, not wages.

What this page covers — and what it doesn't

State plus your county (or Baltimore City) local tax, or the nonresident rate. Maryland's reciprocal agreements (PA, VA, WV, DC, DE) can exempt you entirely — a filing-status matter, not computed here.
