How District of Columbia withholding works
State form: D-4.
The District annualizes your wages, subtracts $4,300 per D-4 allowance, and applies its seven-bracket schedule. There is no standard deduction in DC withholding — the case in the test suite exists partly to keep that fact from being 'fixed' by mistake.
Current parameters
| method detail | OTR no longer publishes withholding tables: Tax Notice 2022-08 states the TCJA suspension of personal exemptions 'impacted the District's ability to produce withholding tables' and directs taxpayers/employers to use the current tax rate schedule and the federal allowance amount. Method in force for 2026: annualize wages, subtract $4,300 per D-4 allowance (the federal allowance amount incorporated by Notice 2022-08; $4,300 is the IRS Publication 15-T amount, unchanged for 2026), apply the single rate schedule below (same for every filing status), divide by pay periods. The last full booklet, FR-230 Income Tax Withholding Instructions and Tables (Rev. 12/13/17, 2018 allowances $4,150), stated 'the standard deduction will not be used in the withholding calculation.' |
